Navigating ITIN Certification Changes: How We Can Help

The IRS’s Individual Taxpayer Identification Number (ITIN) application process has recently become more challenging for Canadian taxpayers. As of September 22, 2023, Service Canada no longer embosses dry seals on certified copies of passports—a change that has led to numerous W-7 applications being rejected by the IRS. This is because the embossed seal was a critical requirement for the acceptance of Service Canada-certified passport copies.

If you are applying for an ITIN, here is what you need to know about these changes and how we can assist you with a smooth certification process.


What Has Changed?

In the past, certified passport copies with embossed dry seals from Service Canada were a convenient option to meet the IRS’s ITIN application passport copy requirements. However, since Service Canada stopped embossing these seals, their certified copies no longer meet the IRS’s standards. Consequently, ITIN applications relying on these documents are now being returned, causing delays and frustrations for applicants.


Our Solution: Certifying Acceptance Agents (CAA)

To prevent rejections and delays, we recommend avoiding Service Canada for certified copies. Instead, our offices are equipped with Certifying Acceptance Agents (CAA) who are authorized by the IRS to certify passports for ITIN applications and can handle these certifications for you.


What You Need to Do

Here is how our process works to ensure your ITIN application is accepted by the IRS:

  1. Provide the Required Information
  • Confirmation that you do not have a Social Security Number (SSN) and are not eligible for one.
  • A digital copy of your passport.
  • The reason for your ITIN application (e.g., filing a U.S. tax return, claiming treaty benefits, etc.).
  • Information about any previously assigned ITINs, including their status (if applicable).
  • Submit Your Passport

Send your physical passport to one of our CAA offices for certification.

  • Virtual Meeting

Once we receive your passport, we will schedule a Teams meeting with you to verify your identity and finalize the certification process.

  • Submission to the IRS

We will complete the certification, prepare IRS Form W-7 and W-7 COA, and submit all necessary documents to the IRS on your behalf.
